In response to the Chief Executive of Hong Kong CY Leung's statement about the free-to-air television license controversy, HKTV's Chairman, Ricky Wong revealed that he will be filing for judicial review.
According to ON CC website, on 22 October, the businessman held a press conference to announce his plans to initiate a judicial review to challenge the Hong Kong government's decision to turn HKTV down for the license.
Ricky's move is also a response to the leaked government evaluations last week, which revealed that his company was actually ranked second in terms of the support obtained from the government officials as well as its ability to compete.
It was also rumoured that the government officials wanted to grant three licenses as previously announced by the Hong Kong Broadcasting Authority back in 2010. However, the Executive Council overruled their decision.
Ricky claimed, "The government has violated procedural justice as HKTV was eliminated despite not being the weakest applicant. The Chief Executive also failed to give an adequate, let alone comprehensive explanation as to why we were rejected."
Ricky also believed that HKTV has a strong case against the government, saying, "The rules of the game have been changed. But it cannot be changed to favour an individual, the EXCO, or the applicants. Hong Kong has laws that have been used for decades and it is not an individual's responsibility to decide the results."
